General Information

After draft design documents for the construction of luxury resorts worth $6.5 billion on the uninhabited Sazan Island and the pristine Zvërnec Peninsula were leaked online, demonstrations quickly gained momentum.

The development would feature thousands of rooms, a casino, and a water park, rumoured to be run by the prestigious Swiss hoteliers Aman. Aman’s rooms average around $1,000 a night, the average monthly salary in Albania.

The Albanian government green-lit the project, which is funded by the U.S. investment firm Affinity Partners - founded by Jared Kushner and Ivanka Trump (daughter of U.S. President Donald Trump)

Backlash to this project began as an environmental protest in May 2026, as construction would seriously threaten legally protected wetlands and coastal biodiversity in this extremely fragile environment.

Allegations of corruption involving Prime Minister Edi Rama and his administration quickly turned the protests into anti-government and anti-corruption demonstrations.

He is accused of altering environmental protection laws to favour billionaire foreign investments in land. Local families claim that these are their ancestral lands and can not be unlawfully seized. Another concern is that Albania’s bypassing of strict environmental standards compromises its accession to the European Union.

The Flamingo Revolution has now become a country-wide protest movement that has been going strong for two months with no sign of slowing down.

The Flamingo Protests

Demonstrations have been taking place in the late afternoon every day since May 23. In Tiranë, the capital of Albania, a procession starts at Skanderbeg Square and proceeds to the Prime Minister’s office for a sit-in that lasts several hours. They have now become a regular part of daily life in the city.

Demonstrators chant slogans such as “Rama, resign,” “Rama to jail, Berisha to jail,” “Parliament of crime,” and “Your end has come.”

Protests originally began at the Zvërnec construction site and quickly spread to the capital after footage went viral of security violently restraining a demonstrator whilst state police looked on.

The protests have been largely peaceful but face increasingly hostile crackdowns from state police. Attracting hundreds of thousands, the movement is now considered the largest manifestation of anti-government and pro-democracy sentiment in the country since the fall of communism.

Since the early 90s, Albanians have been stuck in a two-party dominant political system. Rama’s Socialist Party has been in power since 2013, with only the Democratic Party, led by Sali Berisha, as the opposition. This has created a toxic and polarised political landscape with very little room for alternative representation.

Albanians face a choice between two parties that are both deeply entrenched in corruption and illicit financial dealings. This longstanding frustration has added further fuel to the Flamingo movement, as Albanians are calling for deep-rooted change.

The Core Demands Of The Flamingo Movement

Government Resignation - The immediate resignation of the government due to governance failure, corruption, and lack of accountability toward citizens.

The Formation Of A New Technical/Transitional Government - To ensure stability, transparency, and the organisation of free and fair elections.

Abolition of Abusive Laws - Termination of the Zvërnec project, recommitment to the protected areas legislation, and strict laws on strategic investors who seek only financial reward.

Free and Fair Elections - The preparation of free and fair elections, with guarantees for citizens’ votes and full democratic standards.

Legal action includes a case brought by villagers claiming ancestral ownership of the land. Hopes of success, however, are low, as cases are often stagnant in the judicial system for years. Similar prior cases involving contested land have been overpowered by massive corporations and Albanian oligarchs.

The government has so far stood by its preliminary approval, but court cases, protests, and concerns regarding EU membership could delay the project for several years.

Activists say the Flamingo Revolution will continue for as long as it takes.

Jared Kushner, Qatari & Israeli Involvement

While Mr Kushner does not hold a formal title, he serves as a senior member of the Trump administration. He even played a key role in Trump's Israeli–Palestinian and Ukraine-Russia peace plans, despite having no foreign experience.

As he is not an official government employee, he is allowed to continue running Affinity Partners, the highly profitable private equity firm and investor in the Zvërnec resort complexes. This company is backed largely by Saudi, UAE, and Qatari sovereign wealth.

Qatari private wealth is being used directly to fund projects in Albania. Kushner partnered with billionaire brothers Ramez and Mohamad Al-Khayat. An investigation by SPAK, Albania’s anti-corruption prosecutor, has temporarily frozen the funds belonging to the Al-Khayats’ investment while they investigate the suspicious land-transfer scheme.

Critics argue that the development in Albania is part of a broader geopolitical strategy. Kushner was one of the primary architects of the Abraham Accords, a series of US-brokered agreements designed to normalise diplomatic, economic, and security relations between Israel and various Muslim-majority nations. In other words, to foster investment bridges between Israel and the Arab world.

Kushner used these new close ties to secure billions for Affinity Partners from Gulf nations, which he then used to secure land deals in Albania and to build his tourism empire.

It is no coincidence that Albania, strategically positioned in Europe, has both a large Muslim population and strong and growing ties with both Israel and the U.S.

Affinity Partners also targets Israeli corporate investments and pours billions into the development of Israeli tech. They are the largest shareholder in Phoenix Financial Ltd., which holds equity in Israeli defence contractors, and entities tied to West Bank settlements and the associated atrocities.

In solidarity with Palestinians and as a show of further opposition to Affinity Partners, Albanian demonstrators carry Palestinian flags alongside pink inflatable flamingos.

Government Response

There is no question that tourism investment in Albania’s coast has helped drive the country out of poverty since the end of the communist regime.

Growing concern, however, is the lack of transparency surrounding Rama’s deals with foreign governments and private partners. He is increasingly treating public land as private property to be sold to the highest bidder. As well as secretly tailoring laws to benefit both national and foreign billionaires by permitting five-star resorts to be built in previously off-limit areas.

In this case, the laws were amended just 3 days before the resort's initial plans were submitted. The executive director of Protection and Preservation of Natural Environment in Albania, Mr Trajce, was not consulted at all about the project.

The Albanian government has denied this and defended the project as a much-needed boost for the economy.

Officials have also rejected environmental and corruption concerns. Rama is not backing down regarding his commitment to the project. In the face of mounting legal challenges, pressure from the European Union, and the Flamingo's unwavering commitment, protesters believe this may change over time.

The Struggle for Albania’s Future

The Flamingos continue to fill the streets of Albanian cities despite threats, smear campaigns, police violence, the risk of detention, and the use of water cannons and tear gas.

They have brought the issues of environmental protection, corruption, and anti-democratic practices in Albania to the international stage. They have also prompted formal enquiries regarding corruption and land rights.

On the issue of land ownership, Mr Kushner allegedly acquired part of the development rights from Arthur Shehu. Mr Shehu is an Albanian businessman who is wanted for allegations of drug smuggling and money laundering. SPAK has opened an official investigation into the land deeds, which may have been forged before they were sold to Kushner.

Additionally, on July 23rd, a plenary session began to decide on the issue of foreign ownership of agricultural land.

This is a youth-led, grassroots movement driven by frustration in young Albanians living amongst political apathy, corruption, and high levels of youth migration.

Over 86% of Albanian youth view EU integration as their top priority. EU membership will explicitly demand adherence to the rule of law and democratic accountability. Their commitment to a new, transparent political landscape is plain to see.

Whilst citizens take to the streets, prosecutors must be allowed to pursue cases without interference. Courts must remain free from political pressure. Environmental assessments must not only take place, but be credible. The police must be held accountable for excessive use of force, and finally, developers must operate with complete transparency, especially regarding ownership, financing and regulations.

The Flamingo Movement has proven that even projects backed by powerful players are subject to the law.

It's high time we stop calling exploitation development.
