General Information
Violence against Palestinians in the Israeli-occupied areas of the West Bank has been documented since at least the 1960s and the Six-Day War. It became organised and systematic with the growth of civilian-led militant organisations.
Since the Hamas attack on Israel in October 2023 and the resulting war on Gaza, settler atrocities have become much more frequent and much more aggressive.
Attacks on Palestinian villages come in the form of livestock theft, vandalism to property and vehicles, arson, destruction of agriculture, uprooting trees, looting, attacks on water systems, damage to schools and mosques, physical assaults, and shootings. These violations often result in the displacement of Palestinians who fear for their lives and are forced to move on.
This year, 2026, is set to become the most violent year in the West Bank since records began around a decade ago. June experienced a record monthly high of 460 settler-related incidents. The figure for July is 360 so far.
The increasing expansion of settlements and outposts has brought Israeli’s closer to Palestinians, increasing friction on both sides. There is also a growing overlap between settlers and the Israeli security forces, making it difficult to distinguish between the two.
Stripped of basic safety and peace, Palestinians now exist under a siege of multiple daily atrocities.
“Years of lawlessness and impunity for attacks have turned the West Bank into a powder keg waiting to explode, and decisive action is urgently needed.” - HRW Researcher.
Violent settlers have the support of both the IDF and the Israeli government and allow them to operate with near-total impunity and under their protection.
In the cases of more than 1,500 killings of Palestinians in the West Bank between 2017 and 2025, Israeli authorities opened just 112 investigations. Only one conviction was made.
On the other hand, Palestinian police are legally forbidden from reacting to, arresting, or processing violent Israeli settlers who commit crimes against the Palestinian people.
Atrocities Against Palestinians
- The OCHA reports that so far in 2026, the number of settler attacks resulting in casualties or property damage has surpassed 1,000.
- Approximately 60% of attacks in 2026 were in Ramallah and Nablus governorates due to aggressive settlement expansion and a high number of illegal farming outposts. Ramallah represents the core of Palestinian institutional life, and Nablus is a traditional stronghold for Palestinian armed resistance groups.
- Although some areas are more affected than others, attacks have hit more than 230 communities across all parts of the West Bank.
- More than 2,200 Palestinians have been displaced this year due to settler violence.
- Fatalities linked to settler attacks in 2026 have already surpassed the total recorded during all of 2025, with 18 Palestinians killed as of 20 July.
- Attacks and raids predominantly take place at night, resulting in daily fear and insecurity for Palestinians who are afraid to go to sleep at night.
- Since the beginning of 2026, water tanks have accounted for more than half of WASH structures damaged or destroyed in settler attacks.
- Since 2023, the displacement of Bedouin and herding communities has led to the abandonment of 10 schools that previously served more than 460 students.
- Coordinated and systematic raids have emptied vulnerable Palestinian Bedouin and farming communities who are coerced into abandoning their lands.
- During the 2023 olive harvest season, 113 attacks by settlers and soldiers caused serious disruption. It left almost 24,000 acres of land unharvested, resulting in millions of dollars in losses.
- Forced displacement, attacks on homes and infrastructure, violence, and restrictions on access to land and essential services continue to increase humanitarian needs and violate the rights of Palestinians.
What Are Illegal Israeli Settlements?
Settlements built by Israel inside the Occupied Palestinian Territories include official residential areas and smaller outposts. These outposts are established without government approval and are often legalised later. These areas are inhabited primarily by Israeli Jews.
Their construction began in 1967, after the start of the occupation, and is funded by heavy government investment.
As of May 2025:
- There are more than 160 official Israeli settlements in the West Bank and East Jerusalem.
- There are 220 outposts.
- An estimated 750,000 Israeli settlers live in these areas - over 500,000 in the West Bank and around 246,000–250,000 in East Jerusalem.
New land registration procedures, transfer of legal powers to civilian ministries, and record settlement approvals are facilitating the de facto annexation of the West Bank.
Settlements fragment Palestinian land, cause destabilisation, lead to the destruction of Palestinian property and agriculture, restrict movement through rigorous military checkpoints, block a two-state peace deal, and contribute to long-term Israeli control over the occupied territory.
All settlements built after 1967 are considered illegal under international law.
Article 49 of the Fourth Geneva Convention clearly outlines that an occupying power may not transfer its own population into the territory it occupies. Occupation is meant to be temporary.
Permanent occupation effectively equates to annexation, which is prohibited under international law.
How Can We Stop The Atrocities?
Settler atrocities are now effectively state atrocities as law enforcement either looks the other way or is complicit in the acts of violence themselves.
There have even been cases where security forces have even fired on Palestinian defenders.
With no help on the ground, they are left to fend for themselves and to rely on the international community to condemn the attacks.
In June 2026, the Foreign Ministers of Australia, Canada, France, Norway and the UK introduced coordinated sanctions to halt the financing and enabling of settler violence against Palestinians.
They have called on the Israeli government to end the expansion of settlements, prevent settler violence, hold attackers responsible, and remove restrictions on the Palestinian economy.
Human rights groups such as Amnesty have stated that although this is a step in the right direction, it is simply not enough to end the daily reality of violence and destruction.
The 2024 ICJ Ruling, which declared Israel's occupation of Palestine unlawful, made little difference. Israel rejected the non-binding advisory opinion, and no nations have stepped up to enforce compliance. If anything, settlement expansion and violence have worsened.
Whilst countries continue to flood Israel with arms, trade with and invest in settlements, and allow Netanyahu and his cabinet to act with impunity, we can not expect change.
