The New START (Strategic Arms Reduction Treaty) stands as a pivotal agreement between the United States and Russia, aimed at curbing the proliferation of nuclear weapons. This treaty was signed by Obama and Medvedev in 2010, and came into effect in 2011. It underscores a mutual commitment to reducing deployed strategic nuclear warheads to a maximum of 1,550 for each nation. It also limits the number of deployed and non-deployed intercontinental ballistic missile launchers, submarine-launched ballistic missile launchers, and heavy bombers equipped for nuclear armaments.
New START is not just about numbers; it represents a crucial step towards global stability and security. The treaty includes a comprehensive verification regime, allowing both countries to conduct inspections and exchange data to ensure compliance. This transparency fosters trust and reduces the risk of misunderstandings that could lead to conflict.
The extension of New START in 2021 for an additional five years highlights its importance in maintaining strategic balance and preventing a new arms race. As the world faces evolving security challenges, the treaty serves as a foundation for further arms control efforts, encouraging dialogue and cooperation between nuclear powers.
In February 2023, Vladimir Putin announced Russia's suspension from the New START treaty, citing concerns over U.S. nuclear developments and the exclusion of French and British arsenals from the agreement. Despite international criticism, including from U.S. Secretary of State Antony Blinken and NATO's Jens Stoltenberg, Russia initially pledged to adhere to missile limits and continue notifying the U.S. of certain missile activities. However, by March, Russia ceased all treaty notifications, although it maintained communication on missile launches per a 1988 agreement. In June, the U.S. revoked visas for Russian nuclear inspectors, citing treaty violations by Russia.
